Strengthening Energy Efficiency in Oman Through Professional Capacity Building and Certification
As part of the Sultanate of Oman’s commitment to achieving net-zero emissions by 2050, energy efficiency has been recognized as one of the most immediate and cost-effective pathways to reduce energy demand and support national decarbonization efforts. In response, the Government has prioritized the expansion of energy efficiency initiatives across public buildings, large energy consumers, and national programs, including the deployment of Super Energy Service Company (Super ESCO) models. The effectiveness of Super ESCO programs depends not only on policy and financing frameworks, but on the availability of qualified professionals who can identify, audit, and develop energy efficiency projects. Large industrial, commercial, and institutional energy consumers require skilled energy auditors capable of translating technical opportunities into credible, investment-ready proposals that support informed investment decisions.
To address this need, the Sustainable Energy Research Centre (SERC) at Sultan Qaboos University was tasked by the Ministry of Energy and Minerals, particularly Oman Net Zero Center, in collaboration with the Ministry of Labour to design, implement and evaluate a national capacity-building program targeting job seekers and fresh graduates. The program was developed into three integrated phases, providing a clear progression from foundational knowledge to professional certification and market readiness. Phase 1 and Phase 2, delivered over a combined period of five weeks, focused on building core and intermediate competencies in energy efficiency and energy auditing. Phase 3 was deliberately designed as the professional exit pathway of the program and consisted of a one-week intensive preparation for the مدقق الطاقة المعتمد (CEA) credential awarded by the Association of Energy Engineers (AEE). The CEA was selected as the final certification stage. For Oman, the CEA provides a common professional benchmark that aligns national energy efficiency practices with globally accepted methodologies. Thus, the program ensures that participants are not only technically competent, but also professionally credentialed to operate in regulated, investment-driven energy efficiency markets. This is particularly important for Oman as it seeks to scale up large energy efficiency projects that require internationally credible technical and economic assessments. The strong demand for the program clearly reflected market needs. More than 300 fresh graduates applied, and through a competitive selection process, 56 participants were selected to complete the full training pathway.
Overall, this initiative demonstrates strong alignment between Oman’s net-zero ambitions, national workforce development objectives, and the role of internationally recognized professional certification in scaling energy efficiency through Super ESCO mechanisms. By integrating structured capacity building with the AEE’s Certified Energy Auditor credential, the program contributes to building a sustainable pipeline of qualified Omani energy professionals and strengthening the foundations for achieving Oman’s net-zero target by 2050.
