Raising the Professional Standards in the M&V Field in Sri Lanka

The Sri Lanka Sustainable Energy Authority (SLSEA) is committed to promoting sustainable energy technologies and practices to reduce the country’s reliance on fossil fuels and combat climate change. One crucial way to achieve these goals is to develop the institutional capacity to measure and verify the performance of energy efficiency investments and the energy savings achieved according to international best practices.

The World Bank assists SLSEA through the Sustainable Energy Support, which aims to support the Government of Sri Lanka in scaling up renewable energy, improving energy efficiency, and strengthening institutional capacity building. Under this assistance program’s Energy efficiency and cooling focal area, the Bank has developed implementation and business models to promote investment in public, commercial, and industrial buildings based on energy saving contracts with private energy companies. However, there is a need to strengthen the measurement and verification protocols to operationalize such modalities in Sri Lanka and provide a sound basis for transparency and accountability in evaluating their performance. AEE was awarded this bid in a competitive proposal that was designed to suit the above needs and beyond.

The program focused on energy efficiency measures (building retrofits and appliance replacements) aims to equip the participants with the necessary skills to (a) Accurately measure and verify the performance of sustainable energy projects, including their energy savings, carbon emissions reductions, and other environmental benefits; (b)Provide transparent and verifiable information on the performance of sustainable energy projects to stakeholders, including investors, regulators, and the general public;

Using the M&V data to inform policy and decision-making about promoting and expanding sustainable energy in Sri Lanka. The program presents two levels of training, the Certified Measurement and Verification Professional (CMVP) based on internationally recognized M&V protocols, like the International Performance Measurement and Verification Protocol (IPMVP), ASHRAE guideline 14, and DOE (Department of Energy) uniform methods and the Advanced Measurement and Verification training by Econoler is widely known and respected as one of the most experienced consulting firms worldwide in the field of demand-side energy efficiency (EE) with 40 years of global experience, that supported AEE to deliver training for 30 Energy Professional from the public and private sectors.

The program is to raise professional standards in the M&V field in Sri Lanka by fostering the adoption of internationally recognized methods for quantifying the energy usage of energy management activities. These courses were co-instructed by Hassan Younes and Professor Dragos Paraschiv.
