MILLARD CARR, P.E., C.E.M., former Director of Energy and Engineering in the Office of the Secretary of Defense, currently serves as President of Energy Management Solutions, Inc. Mr. Carr administered the largest corporate energy program on earth, that of the U.S. Department of Defense, helped to write and implement federal energy policy, and since becoming a "recovering bureaucrat," has helped both federal agencies and private energy companies develop mutually beneficial programs and projects. A well known and highly respected energy professional, Mr. Carr is a member of AEE's Energy Management Hall of Fame.
