New - AEE Certifications Recognized in New York City and by City of San Francisco
Local Law 87 for New York City requires all buildings in New York City over 50,000 square feet to perform retro-commissioning of systems and to submit an energy efficiency report based on a building audit performed by a qualified energy auditor. Under Local Law 87, the Association of Energy Engineers' Certified Building Commissioning Firm, Certified Building Commissioning Professional, and Existing Building Commissioning Professional certifications are approved retro-commissioning certifications, and the Certified Energy Manager and Certified Energy Auditor certifications are approved for energy auditing. The City of San Francisco's Department of the Environment now recognizes a Certified Energy Manager, Existing Building Commissioning Professional, and Certified Building Commissioning Professional with at least two years' experience as qualified to provide energy auditing services. Under the city's Environment Code Chapter 20 Existing Commercial Buildings Energy Performance Ordinance, an energy audit is required every five years.
Objectives
To raise the professional standards of firms engaging in building commissioning.
To improve the practice of building commissioning by encouraging professionals in a firm to engage in a continuing education program of professional development related to commissioning.
To identify firms with acceptable knowledge of the principles and practices of building commissioning through completing an application and fulfilling prescribed standards of performance and conduct.
To award special recognition to those firms who have demonstrated a high level of competence and ethical fitness for building commissioning.
Eligibility
The candidate firm must:

Directly employ at least one Certified Building Commissioning Professional (CBCP) certified by the Association of Energy Engineers (AEE), who will be the company's designated representative, who is responsible for overseeing all commissioning activities
AND
-
Qualify as an independent commissioning firm and have no affiliation with manufacturers of equipment or system components, installing contractors, or any other person or company which could affect the ability of the member to render an independent commissioning report
AND
-
Provide a completed project verification form with at least three (3) projects in which the applicant participated as a commissioning service provider. The project form must be verified and signed by the client
AND
-
Been in business for a minimum of 24 months and shall have no current Bankruptcy Filings, Debarment, Suspension, or Ineligibility to perform building commissioning projects.
The Required Body of Knowledge
The effective practice of building commissioning requires in-depth knowledge of a wide variety of subjects. However, the candidate need only demonstrate to the satisfaction of the certification board the knowledge and ability to apply the essentials of building commissioning.
Maintaining Certification
The applicant firm must apply every two (2) years to continue certification and must meet initial requirements and be working on or have completed two (2) additional commissioning projects verified by building owners.
The CBCP who is the firm's representative must also maintain current certification by renewing every three (3) years, in accordance with AEE Certification Renewal requirements. If the firm's designated representative leaves the company or the designated representative changes then AEE must be notified in writing of the change.
Suspension or Revocation of Certification
Certification will be terminated for firms who do not meet the maintaining certification requirements, unless, in the judgment of the certification board, extenuating circumstances exist and the deficiency can be readily overcome. The certification board reserves the right to revoke certification due to professional ethical violations.
Reinstatement of CBCF
Firms who do not acquire sufficient CBCF maintenance requirements to be recertified on recertification date will be notified in writing of suspension from using the CBCF designation and will no longer be listed as a CBCF in any AEE publication until such time that the firm:

Resubmits to the certification process and successfully meets the criteria for re-certification by performing necessary projects
Fees
The fee for CBCF certification process are as follows:
Application Fee: Regular Rate
Any firm applying will be required to pay the regular application rate of $1,500. The projects submitted will require a separate verification letter submitted by the client from each project.
Renewal Fee
For each two-year renewal the fee will be $1,500. The reinstatement fee will be $1,650. No refunds allowed.
Use of CBCF Designation
A Certified Building Commissioning Firm (CBCF) may use the designation with name on organization letterhead, business cards, website, and all forms of marketing.
