Thomas Casten
Thomas R. Casten, Chairman and CEO of Primary Energy, began pioneering work towards more efficient energy generation in 1977 when he formed Cummins Cogeneration Company, a division of Cummins Engine Co. In 1986, he founded Trigen Energy Corporation, which he led as President and CEO until January of 2000. Under his leadership, Trigen pioneered technical, legal and financial approaches to generate electricity locally and recycle normally wasted heat. Trigen became the largest operator of district energy plants in the western hemisphere, providing heat and/or cooling to over 1500 commercial buildings, hospitals, universities and industrial facilities, from 56 power plants, mostly combining heat and power generation that burn coal, oil, gas, biomass and flare gas. In 1998 Tom published “Turning Off the Heat,” a book explaining how the world can save money and pollution by removing regulatory barriers to efficiency. Mr. Casten is a nationally recognized expert on energy and environment issues and has been named a “CHP Champion” by the US Combined Heat and Power Association. He is current Chairman of the World Alliance for Distributed Energy (WADE), an umbrella organization of national CHP and distributed energy associations, equipment vendors, government agencies and foundations that promote distributed generation to optimize the world's power system. Mr. Casten also serves on the Board of Directors/Advisory Boards of Fuel Cell Energy, the American Council for an Energy Efficient Economy, the Carnegie Melon Electric Industry Center, the Oregon Climate Trust, and the Center for Inquiry.
Michael Florio
As The Utility Reform Network's senior attorney, Michel P. Florio has supervised TURN's legal advocacy since 1989. Florio first joined TURN's staff as an unpaid volunteer in 1978, and has participated in most major energy proceedings at the California Public Utilities Commission since then. He coordinates the development of TURN's policies on energy-related issues and is regarded as a leading authority on the natural gas industry. Florio currently serves on the governing board of the California Independent System Operator as an appointee of Governor Davis.A former blues club owner, Florio received a JD degree from New York University and a Masters of Public Affairs from Princeton University. He received his undergraduate degree in political science and sociology from Bowling Green State University in Ohio.
ALBERT THUMANN, P.E., C.E.M.
For the last 28 years Albert Thumann has served as the Executive Director of the Association of Energy Engineers (AEE). In September 1977 he founded the Association of Energy Engineers in Atlanta, Georgia. Under his leadership AEE, a non-profit society, has grown to 9,000 professionals in 75 countries with 70 chapters around the world. Mr. Thumann is a noted energy authority and in 1997 was inducted into the Hall of Fame. He has authored more than 25 reference books on energy. His authored books include Handbook of Energy Engineering, Handbook of Energy Audits, and Plant Engineers and Managers Guide to Energy Conservation.
In 1976 Mr. Thumann started the first industrial energy conservation seminar in the nation for New York University. He has personally trained more than 8,000 professionals on the efficient use of energy. He has also lectured extensively in the United States and around the world. Through Mr. Thumann's books and seminars and work with the Association of Energy Engineers, he has gained the reputation as one of the leaders in the nation who has influenced the efficient use of energy.
Previously he worked as a Project Engineer for Bechtel Corp. Mr. Thumann is a licensed Professional Engineer in three states and has received a BSEE from City University of New York, MSEE, and MSIE from New York University. He is also a Certified Energy Manager and is listed in Who's Who in America.
Jackalyne Pfannestiel
Jackalyne Pfannenstiel was appointed to the California Energy Commission on April 20, 2004, by Governor Arnold Schwarzenegger. The five members of the Energy Commission are appointed by the Governor for staggered five-year terms and require Senate confirmation. By law, four of the five members of the Energy Commission are required to have professional training in specific areas - engineering or physical science, environmental protection, economics and law. One commissioner is appointed from the public-at-large. Commissioner Pfannenstiel fills the environmental protection position. Ms. Pfannenstiel, of Piedmont, has been an energy Policy and strategy advisor since 1991. Previously, she was vice president for planning and strategy with PG&E Corporation. She joined PG&E in 1980 and held positions in the areas of rates, regulation, and planning. Her earlier work was with the California Public Utilities Commission where she served as a senior economist from 1978 until 1980. Before moving to California, Ms. Pfannenstiel was an economist with the Connecticut Public Utilities Commission. Ms. Pfannenstiel holds a master degree in economics from the University of Hartford and an undergraduate degree, also in economics, from Clark University.

Thomas W. Smith is Equity Office's vice president of Energy Operations. He is responsible for managing On Site Energy Providers (OSEP LLC), a business unit that Equity Office created to design, engineer, construct, operate and maintain cogeneration systems within its national portfolio. Mr. Smith is also responsible for managing the company's electric power and natural gas procurement. Mr. Smith has worked with power generation for more than 23 years. Prior to joining Equity Office in 2002, he served as president of Americas Power Partners from 1999 to 2001, where he developed and implemented the company's business plan and secured energy contracts with HJ Heinz, Western Michigan University and Pharmacia Upjohn. Mr. Smith was also managing partner of Alternative Energy Consultants from 1996 to 1998; vice president of Sales and Marketing for Skygen Energy Corporation from 1994 to 1995; vice president of Sales and Marketing for U.S. Turbine Corporation/Rolls Royce Energy Systems from 1991 to 1993; and vice president of Sales and Marketing for International Power Technology from 1986 to 1990. Antonio J. Prietto
Antonio has worked in the energy industry for over 20 years with technical sales and business development experience in natural gas delivery systems, alternate fueled power generation, LNG and alternate fueled vehicles. His career started with Pacific Energy developing alternate fueled QF facilities through the early 80's. He later spent several years with SoCalGas as a Major Markets Account Executive and an NGV Project Manager. He left SoCalGas to pursue LNG and the development of new natural gas distribution companies in Maine and North Carolina. In his current position, as Self-Generation Incentive Program Manager at Southern California Gas Company in Los Angeles, his primary functions include the management, implementation and administration of the company's largest rate-payer funded program: distributed generation (AB970). He serves as chairperson to the statewide working group, which establishes statewide standards for the Self-Generation Incentive Program. Antonio received a Bachelor of Arts in History from Gonzaga University, a Bachelor of Science in Civil Engineering from California State University Los Angeles and an MBA from the University of La Verne.

Mr. Somach's practice specializes in water rights, water quality, federal reclamation law, natural resource and environmental law, as well as litigation in federal and state courts, and negotiating federal legislative issues.
