2:30 - 4:30PM This session will address the evolution of the Energy Independence and Security Act, which was signed into law in December 2007. Over its 12-month development, the bill was subject to filibusters and veto threats but, as enacted, still achieved most of its original objectives. The moderator and panelists will discuss the highlights, missteps and missing elements of what has been called “the most sweeping energy efficiency legislation in at least three decades.” Panelists: U.S. Senate Committee on Energy and Natural Resources JEFF GENZER, General Counsel, National Association of State Energy Officials JIM PRESSWOOD, Energy Advocate, National Resources Defense Council |

2:30 - 4:30PM This forum will bring together the senior leadership from each of the services to discuss their plans and strategy for the coming years. Each of the services will brief a synopsis of their program and discuss any initiatives they plan to undertake. They will cover in detail their strategy to ramp up their program from decreasing their energy consumption by 1.5% per year to the new requirement of decreasing at twice that rate or 3% per year. This increase presents a formidable challenge for a program that was running close to the 1.5% glide slope. The impact of the other aspects of the executive order will also be addressed. After each service presents their strategy there will be a question and answer session. Panelists: Brian J. Lally, P.E., Energy & Utilities Branch Chief Don Juhasz, Chief, Utilities & Energy, |
2:30 - 4:30PM The Energy Independence and Security Act of 2007 (EISA) Sections 421-422 authorized a new Office of Commercial High-Performance Green Buildings at DOE and a similar office for federal high-performance buildings at the General Services Administration (GSA). EISA also directs federal agencies, in partnership with a broad, public/private consortium, to plan and implement the RDD&D actions that will result in “zero net energy” performance in all new commercial buildings by 2030 and in the commercial buildings stock as a whole by 2050. In this panel, leaders from the government, the design community, and non-governmental organizations will offer their perspectives on where we stand now and what is needed, in technology development and technology deployment, to make zero net energy commercial buildings standard practice in the years to come.
|
2:30 - 4:30PM Renewable electricity can potentially supply a meaningful fraction of the nation's demand for electricity within the next twenty years, but technological hurdles have to be overcome. Each of the major renewable technologies – wind, solar, small hydro and geothermal – face technical and policy level issues. Our electrical transmission and distribution grids were not designed with the unique production profile of most of our renewable resources in mind and creative engineering solutions will be the key to maximizing each technology's potential. The panel will include experts in each of the major technology areas who will discuss the challenges and potential solutions to unlocking our renewable potential. |
